browse hidden admin share

I am trying to install the Symantec Endpoint client from an XPSP3 Pro Machine to XPSP3 Pro clients (it uses the hidden admin share C$ to deliver the installer to the client machine.
it works on most workstations, but on a few of my client workstations, it will not install and I can't browse the network share (ie. //<computername>/C$
How can I fix this, the clients have the network share enabled with the correct permissions, but no matter what I do, I get an error that the "network path can't be found".
How can I browse this network share?

You can't change the permissions on the admin shares, so what exactly do you mean by "with the correct permissions"?
 
Can the client machines Ping the machine successfully that has the files on it?

Are there any firewalling or security programs between the failing machines causing interference?
 
I agree with linney, a firewall is my first suspect.
