Broadcasting Quality Video over Home Network

I was considering using a PC (with dvd player and s-video capture card with s-video out) next to our T.V. to watch dvd's, play games or surf the net on our t.v in the living room...

so if i input the satelite dish or digital cable into the tv capture card, we can watch tv/dvds on the tv through the p.c. (and/or record television shows digitally on the harddrive)

i was originally going to just use my "old" computer (a PII 333 with a dvd player and 16MB ati "all in wonder" v-card) to do this..

however, if i connect this p.c. to our home network we should also be able to stream the signal to the other pc's in the house... i.e. watch tv/satelite on my laptop upstairs thru windows media player or real player
OR
watch "downloaded movie clips" on the t.v downstairs from one of the other computers...

i realize a PII 333Mhz is NOT going to do that well at all, so what type of processing power would i need to broadcast a t.v. quality signal to the other 2 computers in the house?

also, what would be the recommended software to do this?
windows media or realnetworks?
