Broadcasting a message to all workstations

If you are running NetBIOS and have the Messenger service running you can use the command line tool 'NET' to broadcast messages:
NET SEND * Hello
The chances are though due to all the Internet abuse you may have disabled the Messenger service and/or disabled NetBIOS in which case it won't work.
