Broadcast messaging - part 2

I am looking for a solution that will allow a select few to send broadcast pop-up messages to all PCs that have someone logged in to our AD domain.

My main requirements are
[li]Client can be installed receive only[/li]
[li]Client can start up automatically under whatever user is logged on[/li]
[li]System works across subnets and VLANs but cannot get to Internet[/li]

I would be OK with a server based or serverless solution. I am looking at the Fomine products ( but I'm having some issues I won't pollute this thread with, so I'm looking for some other options.

The end goal is for 4 people to have sending capability and 150 to automatically receive the notifications but have no ability to send or respond. Any suggestions would be welcome.

are you looking for some sort of netsend alternative?

I am still trying to implement something like that but in my search I came across a software called MSG Network Message Client.

I havent had much time to play with it but it seems straight forwared. Their website is look for the "MSG 2.0" and it's FREE!!!!
 
Yes, essentially I want a net send with the added ability to restrict who can send. Heck, net send would have been good enough initially except the protocol is disabled or gone from modern OSes. I'll check that out.
