Broadcast Messages - Property Management Setting

Looking for an afordable system that would have the capibility to call out to a managed community. So say there will be a Water Shut Off, I can record or type the communication, the system will call out to all predefined numbers and either play the message to them or leave a message on answering machines. Currently using a outside service but the costs are very high and wanted to see how much it would be to bring it inhouse. Communities can consist of up to 2000 contacts.
