Broadcast Message - Waiting Lights

We sent a broadcast message out to all users on Monday morning because there were several network problems occuring at our Home Office. The broadcast message did not turn on message waiting lights for most users including myself. Our CIO wants to know why the lights did not go on. Also, some users did not get the broadcast message until last night. If anyone has an answer, I would appreciate it.

The message light does not turn on for a broadcast message unless you enter it to activate message light. This was designed to minimize system usage. If all the lights went on at once, everyone would be going to audix for at the same time. You ports would be filled in no time. So you might want to light the lamp with caution.
 
Does anyone know how the Intuity decides to send the message out? I noticed that I received the message about 5 minutes after it was created. Some users received it a minute later while others received it 10 minutes later.

The light goes on when another message gets into the box. Otherwise it will not light unless when leaving the message you instuct it to light the lamps
 
We had told the system to light the voicemail light for the broadcast message. I was just wondering how the system decides what order the message goes out in.
