Broadcast message in VB

How do I do Broadcast in VB6.

What I mean is I need to send same message to all the users who are available in my database Access 2000 and when they login the system they can see the message. Somewhat similar to Cc in a e-mail program.

If anyone needs clarification pl. post it below so that I can get back and explain.

Where are you having problems?

What kind of system are they logging into?
What access methods do users use to access the Access Db?

Have you designed the message system? Not the programs, the system created by the managing and processing of the messages. In other words what parts do you need, message management (request, test, release, archive etc.), message receipt, or both?

Do you want messages to be presented once, repeated n Times, or sent only during a specific time period?

Do you want messages delivered in order, or just the current broadcast message?

Do you want records of who has received messages, when, by which access portal?
