I am looking for ways to dial one number and ring 15 phones and have each phone location be able to pick up the ringing call and be place into the call. I have set up a line group broadcast but once you have the first person pick up the ringing stops and call disappears from the remaining phones. The only thing I found that semi works is ringing one DN that is shared on all phones and then have them barge into the call. But I am looking to have the ringing on all seperate phones until they pick up and join the call. Any suppestions?

Wouldn't a conference call using meet me work better? You are not clear on what you are trying to achieve but it sounds like a conference call.
 
I'll try to describe.....In case of an emergency I need to call one number and ring 15-20 different locations on-site, there will be personal at each location on watch. If a broadcast call goes out I want each one of the stations to be able to hear the call ringing and pick up and they all join as one call.

 
You will not be able to achieve this natively. A party line is not a supported feature nor will it ever be. If this is a requirement you will need a third party app that supports emergency services like the ones you described or similar, such as informacast or ipcelerate. Cheaper ones exist as well like synn-apps but not as feature rich.
If such app is not in your budget, as an alternative, you can dial the broadcast number, whoever answers it initiates a conf call via meetme and everyone involved dials into that. Or use something like WebEx would work as well if the amount of callers is large.
 
Thanks WHYKAP! Natively, would I be able to "Intercom" straight over speaker to a group of phones? I am trying that set up now but I figured I would ask. Doesn't seem too promising, not sure you can share a Intercom DN on multiple IP Phones. The 3rd party apps really meek my needs specifically the IPcelerate application.

No the built in intercom feature is one on one relation, it will never change either. That's a feature cisco will never support internally for obvious reasons.
