broadcast 100% utilized, can this cause slowness on machines 1

The short answer is Yes.
If a machine receives a broadcast, either layer 2 OR layer 3, then it has to examine that packet and determine if it should react to it or drop it. So yes it will cause slow response and slow machines. I've seen broadcast storms actully cause a machine to take up to 30 seconds just to bring up a DOS window, which has nothing to do with network performance. Todd VanDerwerken, CCNA, CCDA
