Broadband router and firewall setup

Here we go... I am in a conflict at the moment as to how to setup my BB and FW IP's. We have a BB router at the front end with two WAN links - onw DSL the other an ISDN failover. Both have an IP. Now behind the BB rtr is a FW so the E0 link at the back of the BB rtr has an IP address and so does the FW. Now here's the conflict - I want to have public IP's on both WAN links on the BB rtr which is natted with private behind the rtr on the FW. My boss wants public IP's on the BB rtr AND the E0 port AND the FW (FW natted)with the E0 port and FW port on a .252 subnet - WHY??. Can someone pls advise best method.
Hope this is sounding pretty clear.
