I found an excellent voice synthesis that works with VB.
It can be found at the Text Aloud site. (its not free)
If you download the TextAloud reader you can also get a VB project that uses a reference to their program. This just uses one reference and no declares.
This VB works with the natural voices from Nuance (even though they say it doesn't)
You can hear samples on their site of various accents.
The Australian voice sounds exactly like an Australian.
On the Indian accent, it is so realistic that my wife thought the speaker concluded with "do you want to buy a mobile phone?"
