Brightness/Contrast Problem with PS7

Recently when using photoshop 7 when i go to adjust the brightness/contrast of a picture, when i click on it in image - adjustments, instead of the usual dialog box appearing i just get the eyedropper tool and all the other tools and menus don't work or are greyed out!! It is very bizarre and i am not sure how it has happened. Any help would be greatly appreciated as i have tried everything including downloading the latest updates.
 
Hi,

Is the layer locked? If you see a lock icon on the layer on the layers palette then double click on the layer and hit ok when the dialog box comes up. That is making a layer in photoshop then you can try to do the brighness/contrast command.
