Is it possible to restore brick-level backups to a different mail server within the same Exchange 2000 domain when the primary mail server is offline?

The restore of an Exchagne mailbox only depends if the server restoring to is up. What you need to do is have a mailbox created where you want to do the restore and make sure that a piece of mail was sent to the mailbox so it is "initialized" (basically the agent gets the listing of mailboxes that are available to backup from/restore to by scanning what mailboxes have resources in the information store). Make sure the exchange agent is installed on the destination server. In the restore destinataion screen deselect restore to oringinal location and point to the mailbox you want to restore to. The agent will not create a mailbox for you.

Ok, I understand but if you say "restore to original location" how can you restore to a different server which is not the original location?

I just had to to the recently for a large number of restores, in the destination tab just uncheck "restore to original location" and drill down through the network to the server name and then expand the server and click on Individual Mailboxes so the path SERVERNAME\DBAXCHG2 appears in the destination window.
