Brick level mailboxes

I'm having some trouble with my brick level exchange mailboxes job. I use staging and if the job is incomplete (ie missed mailbox)It will not copy from staging to tape. I've looked over all of the settings and compared them to my other staging jobs that do copy over incomplete jobs and I see no difference. Em I missing something obvious or is this just not possible.

I don't think the incomplete status should make any difference.
