BRI registration in CCM when electricity cut

Hi,

I have one distant site where there is a Cisco 2801 router one BRI card and one FXS, i have a fax connected to the FXS and a RNIS connected to the BRI card.
When there is an electricity cut and it comes back i see the BRI card not registered in the callmanager.
I must do a reset on the gateway or a no mgcp mgcp on the gateway in order to see it registered
Is it normal? The registration isn't done automatically?
I am using the CCM version 4.1.3

it is done automatically. Debug mgcp and see where the failure is. Something a definately not right.
