Hi,

Can a BRI interface be brought online without a dialer-list so that it just dials out for everything?
 
Just set the interesting traffic to be any type of packet. This way any traffic, routing protocols, broadcasts etc would cause it to dial out. It would be pricy since ISDN is not nearly as cheap as people had hoped.

OK but do you have to use a dialer group.
Will it dial without specifying a dialer list?
 
Yes, you either need a dialer profile (dialer-list and dialer group) or you need a dialer map statement (legacy DDR) since ISDN BRI is on-demand.
