BRI configuration question

Someone asked me this question so I will try and articulate it as best as I can.

Can a carrier drop off a PRI connection and then the customer only configure 2 bearer channels and 1 signalling in a Cisco router? I've never heard (in Canada) of a carrier providing a BRI type connection. So I'm thinking you would need a BRI card in the router, configure the 2b+d channels and ?. Is that about right or a wild ass, off the wall, incorrect guess?
 
You can get a full PRI installed and only use 2 channels if thats what you want to do. I dont know what the point of that would be but it can be done. Whether or not you can get BRI connections in Canada is beyond me.
