breakpoints not working

Hi, while debugging in BCB 6.0, the application doesn't stop at my breakpoint!

from other forums, I know to try:
1. deleting the .tds file
2. delete precompiled headers
3. close and reopen the project
4. close and reopen builder

Of these, only 4. sometimes works for a bit, then it fails again

help!

Have you gone into your options and made certain that the debug mode is on?

yes, debug is on in the compiler settings..
There are two projects, the one is a .lib (where I want the breakpoint), the other is a console app
