bpbkar crashing.

We have a sql client where everytime a flat file backup is started bpbkar immedialtely crashes. In the bpbkar we noticed the line 1:45:42.873 PM: [3088.1284] <2> ov_log::V_GlobalLog: INF - VirtApi DLL WAS NOT LOADED, from VirtApi.dll!!
1:45:42.873 PM: [3088.1284] <2> ov_log::V_GlobalLog: INF - LoadLibraryEx FAILED! RC = 126 (0x7e) - The specified module could not be found.!!!" This is not occuring on sql backups just flat file(nt backups). Client is at 6.5.3. Master Server is 6.5.3Unix. We tried uninstalling, rebooting, reinstalling. We installed locally(not over network). Still hasn't worked. We currently have a ticket open with Veritas(for two weeks) but they haven't been able to find anything yet. Also each time a flat file backups starts we immediately get the below message:
