Botched ML from 51-02 51-06

I ran an upgrade from 51-02 to 51-06.

I have noticed TOPAS is missing. I went to reinstall it and I keep getting the following error message:
Verifying requisites..0503-240 installp: Error. rsct.compat.basic.rte 2.2.1.32 is a prerequisite of itself.
Verifying requisites..0503-207 installp: Internal Error Code 9.

Use local problem reporting procedures.

How can I fix this, so I can reinstall topas?
