Check out the walkthrough for deploying a windows application. It's in the vs help files, or you can get it on the msdn site -

Here's a link to a pretty good vbCity post on conditional launch conditions. It shows how to make the deployment install correct versions of MDAC and the .Net framework. You have to register to see it, but it's free and they have some good stuff in the archives there.
