bootstrap reading FULL for Level 5 backup

I am using Networker 6.1.3 and have set up a schedule to do a Full on Fridays and a Level 5 all other days. When I do the level 5, my report shows all file systems as level=5 but my bootstrap as level=full. Also, my bootstrap information shows a level of 'full' for every day's backup. Any ideas on why the bootstrap isn't showing level 5 for those days. I have networker 5.1.2 on another system (Data General) that does show the bootstrap with the level 5 on those days. Any ideas?

Bootstraps are now always backed up as full, regardless of what level you specify for the backup.

Client file indexes are backed up with level=full, or level=9
