Boots to Desktop - Then Frozen?

Win 7 (64 bit) SP1 All drivers updated.
A fairly new installation. (New HP Pavillion, new keyboard and mouse.)

On (rare)occasions, start-up boots to the desktop with icons displayed but the machine is then
unresponsive.
Cursor will move around the screen but mouse clicks and keyboard are ignored.
Ctr/Alt/Del does nothing. Only a hard reset will restart and generally end in the same
situation.
Starting in Safe Mode is normal (Safe Mode). Running MalwareBytes or Avast Scan in Safe Mode shows
nothing. Checkdisk is clean.

A restart at this point will sometimes produce normal operation. No other problems noted.
Nothing in the Event Viewer.

How to tell what isn't loading/locking ???
Is trial and error with all of the start-up items the only option here?

The problem is very random but when it occurs, the only way to get a full
boot is to go into Safe Mode first, If I do almost anything in Safe Mode and then
shutdown, the restart will be normal??
Once past the problem, the box runs fine.

Does an old post like this give you some clues, especially the bits concerning hardware troubles?
