Bootmgr missing

I have a HP laptop that I am having issues with loading software onto

I have a hp dv9628nr that a hardrive went bad on since it has 2 on it I replace the drive with the one that was a secondary drive. When using either the recovery disk or windows 7 disk I get that stupid error. I have tried I have tried using and external rom to boot, I have tried doing a hard reset. I am at my wits end. Anyone have any suggestions?
 
Need more information please, was this a dual boot system? How were the drives configured, and what was the original OS?
 
I don't think it's a "stupid error". I think that since you put a SECONDARY hard drive in the primary position, there would be zero expectation that things would work properly.

Have you tried booting with a CD that can run an FDISK or wipe on the drive and then trying to boot with the recovery CD? Are you sure you're booting from the CD and the CD drive is functional???

It almost sounds like the hard drive is the primary boot device rather than the CD, thus the error you are getting. A bootable CD wouldn't give that error, it would boot.
 
^^^^ Right and then do what I mentioned. Or there is sometimes a button (F10, F12) to push at boot time to select boot options.
 
ok I found out that the drive is not being recognized, by chance the last try actually got the operating system installed and the drive was only being recognized every so often, so I replaced the drive and now can not get it to recognize at all.

I appreciate all the responses I got
