Booting up XP & Prompted with a Yes or No pop up

Just before the log in screen appears a little box comes up with an exclamation mark, and yes or no buttons. It doesn't matter if you click on yes or no as it doesn't do anything, and the PC wont boot into safe mode.

Any Idea's people?

Thats got to be a virus. I would boot from another hard drive, pull of the files you want to keep and reformat.
I know its a crude fix but it works every time.........
