In windows 98 you have a boot menu option to be validated in a file called msdos.sys. it should look like this :
[Paths]
WinDir=C:\WINDOWS
WinBootDir=C:\WINDOWS
HostWinBootDrv=C

[Options]
BootMulti=0
BootGUI=1
DoubleBuffer=0
AutoScan=1
WinVer=4.10.2222
;
;The following lines are required for compatibility with other programs.
;Do not remove them (MSDOS.SYS needs to be >1024 bytes).

Add the part after the last row of stars (using notepad to open the file) and you will be fine.
