Boot Information Negotiation Layer (BINL) will not start

I can't get my BINL service start om my RIS server.
The error message is:
c:\net start binlsvc
The Boot Information Negotiation Layer service is starting.
The Boot Information Negotiation Layer service could not be started.

A system error has occurred.

System error 5 has occurred.

Access is denied.

What kind of access is BINL asking fore?

Have you authorized your RIS server in the AD? I think you can use the DHCP MMC snapin to do that if you haven't.

What user context is your BINL service running under? It should be running under the local system account. If it is, but you are still having trouble, remove the RIS server from the domain, delete the entry for the server in the AD, add an entry for the RIS server's name to AD, and rejoin the domain. Now see if the service will start. This problem isn't all that rare.
