Can I boot from either HDD without changing jumpers on the hard drives? Also can I run a SATA HDD with an IDE HDD?

Yes, but you will need some form of boot manager in order to select which drive you wish to boot from.

SATA and IDE can coexist. You'll need an adapter to connect SATA cable to IDE drv
 
Yes, both SATA and IDE can coexist. If you already have an SATA controller built-in to the motherboard, then you can specify the boot settings in the BIOS to select which drive is the main boot drive.

If not, then you will need to purchase a PCI SATA controller to use a SATA drive. However, this is generally not the best of ideas since your SATA drive will be forced to share the PCI bus with the rest of your PCI devices. Plus, the PCI bus is limited to 133MB/s even though the SATA interface is rated at 150MB/s. Even more importantly, SATA drives aren't necessarily any faster than IDE drives at the current moment.
