Boot disk for Win XP 1

How do I prepare an emergency floppy boot disk that has the CDROM enabled? I am thinking of the eventuality of a total hard drive crash and need to put a new one in. Also for a milder situation of merely when there's no boot from the C: drive that is otherwise not dead yet.
 
There's 2 versions of the WinXP setup disks, Pro and HE [1 big file to download for each version then used to create the floppies]. They don't interchange.

If you copy the files from any old 98 or ME startup floppy to the floppy mentioned in the above articles you should have drivers to access your CD-ROM too.
