bookmarks within pages

I am currently updating our web site to make all pages look similar (to follow the "citywide" format). The opening page is houstonhealth.org. Go there and click on animal control. Then click on animal regulations. Notice the links to the left of the photo of the cat. Some of these link to the same page and some link to new pages. I haven't formatted the other pages to the template yet. You will notice the first three links jump to another part of the same page. The other links open new pages. My question is - how do I make the links jump to the appropriate paragraphs on the next page and will I have to come up with a specific design? The pages I haven't changed yet are using the old format. Thanks for any help on this.
 
These instructions are for FP 2002. It may different in 2000.

Highlight the text where you want it to jump to. Select Insert>Bookmark.

Then go to the text you want to use to jump from. Highlight it and select Insert>Hyperlink. Click the Bookmark button. Select the bookmark and click OK.

I tried that but I don't think it works in FrontPage 2000. The hyperlink properties will not allow me to enter anything in the area for bookmarks and it also will only allow me to use the second page.

I have four pages that explain city's animal regulations. I want the table of contents to function where if you click on a title it takes you directly to that paragraph on the correct page of the four pages. It works fine on the first page, but FrontPage doesn't seem to allow me to link the table of contents to paragraphs on pages 2 3 and 4.

It does do it in FP2K, but they redesigned the hyperlink dialog box for XP. It's been a while since I used 2K--I believe you'll find the bookmark feature down at the bottom of the hyperlink dialog box. As I recall, it was a little hard to use because it wasn't easy to find. However, I should note that if you are going from page to page, it won't find any bookmarks unless both pages are open.
