BO sets stay in local mode

I'm replacing a couple of digital sets at a branch office with IP sets. I created the sets at both the branch and main office, put the motn and buid in at the branch, ans the s1 IP of the branch node. The I2004 phase 1 sets register to the BO but stay in local mode. The message on the phone is "Invalid ID (1)". In the NRS, I removed the DN from the BO end point routing table and placed it in the table for the main office. I also removed the DN from the DSC table in the main office. Both switches are 4.0.
 
Are these the 1st IP phones in the Branch ?

I find that even though I am using SIP. Ineed to enable the H323 in the NRS and SIG server. I beleive that H323 is used as the signalling for phone regsitration but SIP for the calls.
 
They are the first IP sets at the Branch. I have both SIP and H.323 set up in the NRS and calls between the digital sets at the branch and anyone at the Main work correctly.
 
Phase 1 phones do not have the required firmware to support MO/BO operation.
 
I've added a Phase 2 I2004 with the lates fw with the same results. How do I determine if VNR is configured?
 
VNR is under NET_Data in CDB

Also you need to have DN assigned in the NRS to the MAIN. If number was a TDM before it would have been assigned in NRS to the Brach.
 
I did confirm that VNR is configured at the branch. Also, as I mentioned in my first post, I removed the set from the BO routing entries and creqated it in the MO entries, removed it from the DSC and created the set in the main office on the tn configured MOTN field on the set in the BO. Thanks for any suggestions.
 
Node has to be different at BO and main site. Do you have NCS on enabled at both sig servers NRS (BO and main)?
 
NCS is enabled at both sites and I created a new IP set for the phase 2 set. That DN wasn't ever a digital set and is built in both nodes. Thanks.
