BMC unused DID force busy

We have about 300 DID numbers, with a bunch not being used. Currently, an unused DID will end up ringing on the receptionist set.

We've found two ways to force them busy, however I would like to make sure it's proper and clean.

What is the easiest and fastest way to force them busy?

Remove the prime set on the target line and make sure it is set if busy busy tone.

If you make it give a busy, then anyone calling the former user of that number at your company will think your out of busness. It's better to have the operator answer the call and sent it to the new person.
