Blurry Notifications

I have a user that is having a very interesting issue.
When he clicks to open his notifications in the lower right hand corner, all the notifications will appear blurry.
It's only the notifications that appear blurry. If I close them and open something with text in the same area, that shows fine.

The user says it's not a problem, but I'm wondering if there is a way to fix that?
