Blurry Dell Latitude CPI Display - Sporatic

I have a Dell Latitude CPI laptop and ocassionally when I boot up the display in Windows is so blurry that I can't read anything. I have downloaded and reloaded the drivers several times but the problem remains. Sometimes it is OK and the promblem always occurs at startup. Could this be a hardware problem and if so how do I test it or repair it?
