Bluring A Video

In theory you can create a BitmapData from a region of the FLV, stick it on top of the FLV then blur it.
Or you can place an instance of the FLV on top of another instance, blur it then mask it ... in theory.
But I would pre-render the video in AfterEffects if I were you.
