Blue Move/copy panel not showing up for some users in explorere view

In a a document libray
In the "explorer view"
Most people have the blue move/copy/delete panel.

Some do not. Does anyone know how to turn this on?

All users are on office 2003.
I have an image to email you ..if you still don't know what I am talking about.
