To block web sites, I went to:
and copy 'hosts.txt' from C:\Windows\System32\drivers\etc
If I modify hosts.txt which is shown below:

# Copyright (c) 1993-2009 Microsoft Corp.
#
# This is a sample HOSTS file used by Microsoft TCP/IP for Windows.
#
# This file contains the mappings of IP addresses to host names. Each
# entry should be kept on an individual line. The IP address should
# be placed in the first column followed by the corresponding host name.
# The IP address and the host name should be separated by at least one
# space.
#
# Additionally, comments (such as these) may be inserted on individual
# lines or following the machine name denoted by a '#' symbol.
#
# For example:
#
# 102.54.94.97 rhino.acme.com # source server
# 38.25.63.10 x.acme.com # x client host

# localhost name resolution is handled within DNS itself.
# 127.0.0.1 localhost
# ::1 localhost

and if I change the 0.0.0.0 to 127.0.0.1 to I block all the microsoft telemetry files? or do I lock up my machine?

Why would you do that? 0.0.0.0 and 127.0.0.1 have pretty much the same effect (the main difference being that if you happen to be running a webserver on your device, then it'll respond to requests on 127.0.0.1)

IN my view, it is better to block with a firewall than playing with the hosts file.

Thanks... is there a good firewall or a wireless router that, is low cost, that can block these sites?

Whilst I think a firewall is a better option, if you don't already have one that can deal with adding DNS names, then stick with your hostfile solution.
