Blocking Voicemail to Cell Phone forwarding

I know the COS to call foward external disables the handsets from forwarding out. But what about if users have entered their mobile number as a contact in their voicemail.

Is it the case that I just need to disable this option in the COS of the VM ports.

The client is using Oak to sort out his billing and the VM ports are showing calls out of the system from time to time. My assumption that this is the VM port dialling the cell number of user if they have entered this as a personal contact number.
 
It could be:

1). you are not blocking someone from dialing 9 from the voicemail in your dialing plan.
2). They have a cell defined there voicemail box
3). If its something like a Nupoint voicemail you have a pager outdial setup on the voicemail ( you didn't actually say what the voicemail was ).
 
Lou I did mention that it was probably a cell defined in a users voicemail preferences, thats why I want to block this feature. I did forget to add that this is Embedded VM

This post is quite unusual as the normal question is about how to get it working not how to stop it. The answers are the same in either case but reversed obviously.

To enable (disable) voicemail callouts:

Port COS - Public to Public Trunk connect
Port COS - Conference call
Port COS - Non-Verified account code
Port COS - Account code length matches port extension length
Port COR - COR for outbound dialing (9+ typically)

This may be similar to my problem:

One of our users cell phone cannot be called out from an IP Phone. It always displays Access Denied when trying to call his cell from a desk phone. Do the above solutions work for my case?

That being said, the answer to your question is no, the suggestions will not help you.

I found where the number was being blocked. I checked the ASR digits dialed form. After deleting the cell number from that list I was able to call the phone from an IP phone.
 
The bit about the dialing plan was in case you were using a Nupoint. Now that you have define you are using embedded forget that comment.

COR restrict the ports as kwdMitel suggests.
