Blocking Users while Converting from 2000 to 2005

I am about to convert everything from a SQL Server 2000 box to a 2005 one. Our company spans many counties over three states.

I was wondering if there was a sure fire way of keeping users (except those with DBO access) from accessing databases via their apps?

I tried taking databases offline but then I cannot run my backup scripts to migrate them.

Are there any suggestions from prior experts that have made this migration?

I decided to use the RESTRICTED_USER parm of the ALTER DATABASE COMMAND.
