Blocking users to log onto exchange

Hi guys,

Is there any way to not let users to log onto exchange server 5.5 or 2000. I want to migrate users form exchange 5.5 to 2000 but i do not want to take a risk of users trying to get into their mailbox when I am moving their mailbox.

Bad idea! There will always be users to nag about it.
Move the users to the new server first, so they cannot log on to the 'old' on at all.
Ideally, you should do this out of office hours anyway.
