Blocking SPAM with NAV 3.0 exchange 2000?

I tried using the web interface for my NAV exchange server interface but I'm not doing something correctly. My goal is to block all e-mails with viagra any place in the subject line or message body. I've tried several things
but can't get it to work. Is there an easy way to do this?

If anyone knows if this is improved with the new 4.0 version please let me know. We just received 3.0 this week, I'm not sure when 4.0 is shipping.

I just downloaded NAV 4.0 and it has even more advanced controls but so far about the only thing I got to work correctly was blocking free mail domains. I'd really love to get the subject line rule working and it looks like I've configured it correctly but it doesn't seem to stop them.
