Blocking Outgoing Email To Address

is there a way to block all email, from my domain, from being sent to a specific address or domain. for example: if i wanted no one from my domain to be able to email a specific adderss?

In Exchange System Manger, go to Global Settings and expand.
Go to Message delivery and right-click to get the properties.
Select the Recipient filtering tab and Add the address(es) you want to block sending TO.
