Blocking outgoing CLID on analog lines

How is best way to allow blocking outgoing CLID on analog lines, on a Call-by-call basis. The manuals talk about using feature 889, but all of the docs discuss this in terms of an analog line. My user tried this and it still showed our called ID on their phone.
