Blocking outbound calls

I am trying to stop calls going to the local 911 dispatch.
We use "8" for outside access.
The scenario is the user mistakenly calls 8-1-1 for a long distance call. The call immediatley goes to the local 911 dispatch.
I still want users to dial 911 by dialing 8-911 if needed.
Any ideas on how to stop the 811 calls?
I have told the users that they shouldn't be putting a second 1 in place. They aren't listening. Also this is a Hospital, and alot of times its a visitor messing up when trying to place an outside call.
I have tried a few attempts at SPN in ld 90. But the call still went to 911. Then the Sherrif's dept calls to say someone called 911 and hung up.
Any help would be greatly appreciated.

Be VERY careful what you wish for, blocking callers to E-911 service could be a literal life or death situation.

I'd set up 8+911 with a FLEN of 4 and deny digits 0 thru 9

I'd set up 8+11 with a FLEN of 3 and deny digits 0 thru 9


This will elimanate 99% of your problems.
 
If you look at the SPN in LD90 you will find that 11 is there. It will translate to 911 when dialing out. Remove the SPN 11 and your problems will probably disappear. Make sure the 911 is in the SPN

most legislation states that a caller should be able to dial 911 without having to have the knowledge of any dialing prefix. Therefore, you should allow in your PBX 911 and 8-911 to go out. 811 should not be an issue b/c it is not part of the 911 scenario. Looking at Ld 90, how is 11 programmed? Is it hitting an RLI that inserts a 9 into it before sending it out?

What about using ESA to set up a phone to notify someone when 911 is called. We had a big problem with people dialing 911 in one of our offices and we just set up on-site notification so that we do not stop any calls from going out but are able to call the dispatchers back when someone has inadvertantly called 911 and hung up.
