Blocking Internet Explorer on 2kpro in peer enivornment

I have 2 win 2k pro machine in a perr to peer setup. I need to block ALL internet access.

This is really the wrong group. Anyway setup IE to use a proxy server and change the proxy server details to something that doesn't exist.
