blocking internal emails

Hi,

I have a user on a pc who wishs to not receive emails from user b..... they were a couple who have fallen out with each other.

They both have internal email access and user b has requested that i stop user a emails ....

We use exchange server 2003 along with outlook 2003

Would i best be to set a rule in side of outlook or can i do it at server level ?

if at server level how ??
