yes its possible. also check if the router you have that feature to block the programs . btw what kind of instant messengers.. msn or aim or something .. or if you are talking about those annoying pop-ups then you need an spi firewall..
I do not think you can do it with the router. Many of the IMs will default to using port 80 or other legitimate port if refused on a port. Microsoft's Messenger client (the IM not the service) can use over a 1,000 ports as alternates automaticly.
