Most news circulating with regards to blocking ICQ with an ACL says you need to block all ports as ICQ will use the first available port it finds - even 80.
Solution - simply block both TCP and UDP to the destination 205.188.x.x as this is where all of the ICQ authentication servers sit - if you block this, noone can access the servers to logon and hence they cant chat or send files etc
