blocking external email from A specific internal user

I have a user that does not want to receive e-mail from an external user, but there are other users who want to receive this persons e-mail I'm running exchange 5.5.
 
Go into Exchange Administrator and open their mailbox. Go under "Delivery Restrictions" tab select list and add all members of your organization to that list. That will reject every other message just for their account.

If anyone calls and says "I know a little something about computers" just tell them to reformat it.
 
But that will block all external email I want to block just one specific sender for that one specific user

 
OK then get the persons email address, add it to your personal contacts. Go into Exchange under "Delivery Restrictions" tab under "Reject messages" select list and insert that name. The name should show at the top of your list.

If anyone calls and says "I know a little something about computers" just tell them to reformat it.
