How can Exchange Admin for Exchange 5.5 be used to block email from a particular external email address? I tried using the reject/accept list, but it forces me to select an address from the Global accounts list. Any suggestions?

Go into exchange admin select connections/internet mail service. Select the connections tab then go to message filtering. From this area you can specify domains or users that you want to block from being able to send mail to your domain.
